We spoke on the telephone about the invitation you have received to give evidence to the House of Commons Foreign Affairs Committee next month. I enclose, as promised, copies of the Minutes of Evidence given by the Secretary of State and the Governor on 22 March. They include the memoranda submitted by the FCO and the Hong Kong Government.

As I mentioned, you may find it helpful to have lunch at some point before you give evidence, in order to go over the ground. It would be best after the Committee have returned from their current visit to Hong Kong and China say, sometime in the first half of May.

Perhaps you could let me know when you are intending to be in town?

You may also find it helpful to ask the Clerk of the Committee for an indication of the questions that the FAC are likely to want to put to you. The Clerk's name is Robert Wilson (telephone no: 219 3278). The Assistant Clerk responsible for the Inquiry into Hong Kong is Mark Hutton (219 3309). In this case, it would probably be best to wait until a week or so before you give evidence to get in touch: the Committee are unlikely to decide what questions they want to ask until fairly shortly beforehand.
