FAC INQUIRY

1. Sir Philip Haddon-Cave, former Chief Secretary in Hong Kong (to 1985), telephoned me this morning to say that he had had a letter from Mr Howell, Chairman of the FAC, inviting him to give evidence to the FAC on 10 May. He supposed that he would have to agree, though 10 May was a particularly difficult day and he would try to get it changed. But did I have any background as to why he had been chosen? I said that we had not been consulted in any detail about witnesses, but, as there were comparatively few people in the UK who had really detailed knowledge of Hong Kong and its problems, I should have regarded

Sir P Haddon-Cave as an obvious candidate.

Sir P Haddon-Cave said that he would find it helpful to have further background on the Inquiry and what was being said by other witnesses. I said that the FAC would shortly be publishing a first report which would contain memoranda submitted by the FCO and the Hong Kong Government and the transcript of evidence given by the Secretary of State and the Governor. I would see that he received a copy (I should be grateful if HKD would provide one for that purpose as soon as the report is published).

3. I also agreed to have lunch, on a date to be arranged after the FAC's visits to Hong Kong and Peking.
