I rehearsed the arguments against undermining the existing system but said that on questions like the passports and VBPS less damage to British interests would have been done had there been anyone able to defend HMGS record in public, and that personally I did favour an early strengthening of our presence for this reason. Wilson said he thought this issue would be something that the Committee would want to discuss with the Governor.

4. Without knowing all the details of what has been said to the Committee, I do not know how far Wilson's remarks (which were casual and informal) reflect their views. Nevertheless, I report them in case they are of any interest to you.
