The Secretary of State has seen Mr Paul's minute of 7 April and the draft memorandum attached. He does not 251 feel that this draft achieves its stated objective of

ensuring that the FAC understand the problem. He is also surprised/in so far as he understands it, the memorandum seems to contradict his own evidence precisely. I should be grateful if you could re-submit rapidly, clarifying the problem and providing a clear statement for the Committee.
