HONG KONG: FAC ENQUIRY: SUPPLEMENTARY MATERIAL
Problem
1. The Foreign Affairs Committee have asked us to provide two supplementary memoranda on air services and human rights by 12
April.
We have also offered to provide a supplementary memorandum
on Article 157 of the Basic Law, which is required by the same
deadline.

I submit a revised text of the supplementary memorandum on
Article 157, as requested in your minute of 10 April. It has been
cleared with Mr Edwards and is being cleared overnight with Hong
Kong. I further submit the supplementary memoranda requested by the
Committee on air services and human rights. They have been cleared
with the Hong Kong Government, Legal Advisers, MAED, DTP and UND as
appropriate. Mr McLaren has seen and approved all three texts.
