(ii) Key personalities and arrangements for visit to Peking

Committee's host organisation in Peking Chinese People's Institute of Foreign Affairs is an unofficial organisation staffed mainly by former and seconded members of Foreign Ministry. It is usually responsible for visits by senior non-governmental visitors. Has at least as much political clout as the NPC's Foreign Affairs Committee and is much more active in receiving parliamentary

visitors.

PIFA told our Embassy yesterday that they had not yet drawn up a draft programme, partly because some of those on whom they are

hoping to arrange calls are currently travelling abroad.

But they have confirmed that they expect programme to include meetings with:

Zhou Nan, Vice-Minister for Foreign Affairs responsible for dealing with Western Europe. Visited UK in March for talks with Lord

Glenarthur.

Lu Ping, Deputy Director of State Council's Hong Kong and Macao

office.

Liao Hansheng (78), Vice-Minister of the Standing Committee of the NPC and Chairman of the NPC's Foreign Affairs Committee.

Hab Nianlong (78), former Vice-Minister of Foreign Affairs. Visited

UK in 1988.

Representatives of

(i) the Ministry of Foreign Economic Relations.

(ii) the China International Trust and Investment Company (CITIC is a major investor in Hong Kong. Has 12.5% stake in Cathay Pacific Airways. In June 1986 launched rescue bid for Ka Wah Bank which had fallen into financial difficulties).
