HKD responsible for co-ordinating all questions which relate to
Hong Kong with other FCO Departments and other Whitehall
Departments. Hong Kong Government's views given due weight in discussions with other departments. But responsibility for representing Hong Kong Government's views and policies directly to e.g. MPs and media and for maintaining contact with Hong Kong community in the UK is responsibility of Hong Kong Government Office in London. That Office directly answerable to Hong Kong Government, not in any way to FCO.
In some negotiations between HMG and Hong Kong Government, Whitehall departments most directly concerned take the lead. HKD/FCO not directly involved, e.g. negotiation of new DCA conducted between MOD/Hong Kong Government, and revisions to bilateral UK/Hong Kong air services arrangements agreed between DTp/Hong Kong
Government.
