11. Mr Bowen Wells asked about the stationing

of PLA forces in

Hong Kong in view of public concern in at the prospect of having PLA troops in the urban areas.

Mr McLaren explained that we were in the middle of confidential discussions with the Chinese on precisely this point. He gave some of the background; the outcome could not be predicted.

Undertakings

13. Mr Ivan Lawrence expressed concern about the position of police officers in Hong Kong who might feel at risk at 1997 because they

had occupied sensitive posts.

Mr McLaren used this question as an opening to brief the Committee on the question of undertakings, drawing on the speaking note at Annex. He emphasised the sensitivity of this information. It would be helpful if the Committee could refrain from questioning official witnesses on this point in public evidence sessions.
