3. The Clerk said that the Committee would also like to take up the Secretary of State's offer on 22 March to provide further written material on certain issues. The Committee would almost certainly request additional papers on Air Services and Human Rights (although this would not be confirmed until the Committee's next meeting on 5 April). They might also ask for papers on other issues. This additional written material would be required before the Committee depart for Hong Kong. In addition we might wish to provide short notes elaborating on any specific points in the Secretary of State's evidence which require clarification. These could be as short as one paragraph.

Some of the subjects which the Committee would like to cover on 6 April are primarily for the Hong Kong Government. It is therefore for consideration whether

(a)

we should ask the Hong Kong Government to provide speak ing notes on (ii) and (iii) in paragraph 2 above;

(b) the Hong Kong Government Office should be involved in

the briefing exercise.

The session on 6 April would be a good opportunity to brief the Committee on undertakings. Subject to your views, I will tell the Clerk that we would like to add this to the agenda under item (v).

Work has already been set in hand within the department on a contingency basis on the paper on Air Services. We have also asked Hong Kong to start drafting a paper on Human Rights.

Now that the transcript has arrived, (copy attached), we need to consider whether we need to volunteer any explanatory notes.
