The Secretary of State is very grateful for your minute of 31 March. He believes that we are not in fact allowed to suggest amendments to the questions although he certainly agrees that some of those you have identified seem justified. (I have also found another that needs to be corrected

No 65,which relates to 84 per cent of boat people having been screened in as refugees.) The Secretary of State however sees no harm in trying to put these amendments to the FAC. Perhaps the best way to do it might be for PRU to have an informal word with the clerks.

The Secretary of State agrees that we should submit suggested texts as footnotes/supplementary material as you suggest. These should contain full detail as required. We should leave it to the clerks to decide in what form each chunk of material should be printed ie whether as a footnote or not. But we can indicate to them the form that we would prefer.
