FAC Enquiry into Hong Kong:

Undertakings

The Secretary of State has considered your minute of 17 March. He dislikes the idea of giving Mr Howell1 a note that he cannot use with his Committee colleagues. As we discussed, Mr McLaren has now spoken to the FAC to warn them that we shall not be able to go into detail on this question in the formal Evidence Session. The Secretary of State would, however, like us to be as frank as possible with the Committee as a whole in informal/closed session in due course. He discussed this with the Governor this morning and they concluded that it would probably be right to give the Committee a pretty full briefing.

You will wish to consider how to deal with the Home Office on this. It may be that this is something that the Secretary of State should mention to Mr Hurd himself.
