a factor, strong candidates, mainly incumbents, which led to
large number of unopposed seats and lack of keen competition
in certain constituencies.

adding "among the unofficials" after it.

4th paragraph. Replace "consultative" with "a".

Delete "government" from second paragraph. Suggest to
strengthen last paragraph by reference to the broadened
franchise : where UC franchise limited and peculiar (linked
to educational, occupational and financial qualifications),
DB franchise covers practically all those who are above 21,
born in Hong Kong or have resided for seven years or more.
14. P. 56
Suggest avoid quoting directly from Chapter I of the 1984
(not 1986) Green Paper because this might provoke comparison
with
Chapter VII of the 1984 White Paper, which is
slightly differently worded. (In any case, "finally" should
be replaced by "firmly".)
