Now, if we could leave the Basic Law specifically and turn to the fundamental and agreed aim of achieving the smooth transfer of sovereignty, of which there are two component parts I would

like to fucus on is

The first, you have already mentioned, Secretary of State, which the question of localising and rationalising Hong Kong

domestic legislation. Then, there is cond, the question of the development of representative government in Hong Kong and we would like to look at both those issues. First, Kr. Bowen Vells.

Secretary of State, I wonder whether first of all we could

establish exactly what the current position is on the development

In the previous debate in the House of Commons, the opinion given was that that the Chinese Government were not prepared to
