The Secretary of State has seen your minute of 20 March and Mr McLaren's comment of the same date. He is persuaded by Mr McLaren's arguments that the time and the context is not right to deliver a major statement on Tibet. does however think that it is quite likely that the FAC may press him on this and that he may therefore need to use paragraphs 1, 2 and 4 of your text. He does not plan to deploy paragraph 3. I have spoken to Mr Paul about this and he will arrange the briefing accordingly.
