in other cases there may be a need to adapt laws to cater for new circumstances (eg the establishment of the Court of Final Appeal in

Hong Kong).

This will be a detailed and painstaking exercise. It will however not be possible to begin it until the Basic Law has been promulgated

in its final version. The intention is to ensure that by 1997, and with such "stroke of midnight" legislation as may be necessary, all

of Hong Kong's laws are consistent with the Basic Law.
