Committee of its second report on Dependent Territories on 3-4

November 1988.

Members of Committee praised UK for excellent preparation and

candid, precise answers given to Committee's questions.

WHY WAS SECOND REPORT NOT PUBLICISED IN HONG KONG?

Copy of second report, together with Chinese translation, was

tabled in Legco 10 days before the hearings. Advance copy of Report

also deposited in Urban Council Library.

IS IT TRUE THAT PEOPLE OF HONG KONG HAVE NOT BEEN INFORMED OF THEIR

RIGHTS UNDER THE TWO INTERNATIONAL COVENANTS?

There is already tremendous interest in the 2 Human Rights

Covenants in Hong Kong: have received wide media coverage. Human

Rights issues, including Covenants, have been debated several times

in Legco.

REPEAL OF SECTION 27 OF PUBLIC ORDER ORDINANCE

Know that Section 27 gave rise to much concern in Hong Kong and Internationally. Hong Kong Government deserve credit for responding to concern. by moving to repeal that Section.
