1. I submit revised briefing for the Secretary of State's formal evidence session with the Foreign Affairs Committee at 10.30 am on
22 March. The material has been revised and reorganised to take
account of
the Secretary of State's comments recorded in your minute
of 16 March, and those of Lord Glenarthur and Mr Gillmore;
the specific questions which the Clerk to the Committee has indicated to us that the Committee is likely to ask. A full
list of questions is attached.

2. The revised briefing is divided into sections in accordance
with the way in which the Clerk has told us the Committee will wish
to cover the ground. A comprehensive table of contents is attached.
