The Secretary of State would like brief K (British Interests) beefed up.

The Secretary of State agreed with Mr Gillmore's observations, particularly his point about human rights.

The Secretary of State would like as much material as possible on Vietnamese boat people, in a separate briefing pack.

The Secretary of State would also like more on nationality questions, in particular a note clarifying the position on different "categories of discretion" for granting UK citizenship. He will need a clear speaking note which could (perhaps with additional material) be handed over.

The Secretary of State would like the line on Tibet, in particular comparisons with Hong Kong, to be improved. He thinks this might be the right opportunity to make a fuller statement on Tibet and human rights in China generally. You will need to liaise with FED on this. They are aware of the background.
