are hopeful signs that Vietnam is now willing to accept its

responsibilities in finding a solution to the problem of Boat

People. We are concentrating our efforts both in International Fora

and directly with the Vietnamese to agree measures which will lead

to a durable solution.

Lord Glenarthur to visit Vietnam in April. Question of Vietnamese role in solution to boat people problem will be a

priority.

Firm intention, as restated in the House on 11 January 1989, to

ensure that the problem of Vietnamese refugees and boat people in

Hong Kong should be resolved well before 1997.

International Conference in Geneva in June is now best way

forward. Vietnamese have accepted that all non-refugees should

return.

We have not set a deadline. Our aim is to resolve problem of

boat people as quickly as possible.
