does not suggest hasty imposition of Westminster - model in Hong Kong. Phasing-in is important. Suggested that by 1990 LEGCO to be entirely directly elected; Exco indirectly elected by LEGCO and
governor to be elected by LEGCO.
cannot expect "one country, two systems" policy to last for ever.
