1987 Review of Representative Government

PROPOSALS IN 1987 GREEN PAPER

Set out

1987 Green Paper covered wider range of matters. options for changes to Legislative Council, District Boards and Municipal Councils, presidency of Legislative Council and practical aspects of elections.

Options for Legislative Council included varying number of official, appointed and indirectly elected Members, and possibility of introducing directly elected element in 1988.

DECISIONS IN THE 1988 WHITE PAPER

Main decisions were:

ten directly elected members would be introduced into Legislative Council in 1991;

in 1988 number of appointed members in council would be reduced from 22 to 20, and number of members elected by functional constituencies would increase from 12 to 14. In 1991, present system of election by members of District Boards would be abolished; but urban and regional councils would each continue to elect one member to Council; (c) links between urban district boards and urban council

would be strengthened;

(a)

Governor would continue to be President of the Legislativ Council for immediate future.
