3. 1984 Review

REASONS FOR 1984 REVIEW?

To meet local demand for more representative system and to move towards establishment before 1997 of locally based government which would help to ensure Hong Kong's high degree of autonomy after 1997.

These aims set out in Green Paper: (published July 1986):

(a) to develop progressively a system of government the authority for which is finally rooted in Hong Kong, which is able to represent authoritatively the views of the people of Hong Kong, and which is more directly accountable to the people of Hong Kong;

(b) ..to preserve the best features of existing institutions

and

(c) to allow for further development if that should be the wish of the community.

PROPOSALS IN 1984 GREEN PAPER

Main proposals were:

the introduction of indirect elections for 12 seats in 1985 LegCo and 24 seats in 1988 LegCo.

reduction of appointed members from 29 to 23 in 1985 LegCo and 16 in 1988 LegCo.

reduction of official members from 18 to 13 in 1985 LegCo

10 in 1988 LegCo.

arrangements whereby LegCo should elect members to ExCo beginning with 4 members in 1988, and increasing to 8

members in 1991.

The Green Paper also suggested that other types of arrangements, including possibility of direct elections might be considered in 1991.
