FOREIGN AFFAIRS COMMITTEE OF ENQUIRY INTO HONG KONG: PAPERS BY THE
HONG KONG GOVERNMENT
1. It was agreed with the Secretary of State during the Governor's recent visit to London that the Hong Kong Government would submit various memoranda of its own to the Foreign Affairs Committee. The Secretary of State has earlier expressed the wish to see all papers to be submitted to the Committee. I submit four papers prepared by the Hong Kong Government for the Committee. They cover:
(a) The system of government in Hong Kong;
(b) Vietnamese Boat People;
(c) Emigration;
(d) Nationality.
The Hong Kong Government hope to submit these papers to the Committee by 13 March if possible, ie a week in advance of the Governors' formal evidence session on 22 March.

The papers were faxed to us yesterday for our comments. In the very short time available we have fed in a number of suggestions, most of which have been taken into account in the revised versions. I believe that the papers as they now stand are broadly satisfactory. They have been cleared with our Legal Advisers. Secretary of State should however be aware that the paper on Vietnamese Boat People contains (in the very last sentence)
