11. We regret to have to report that the Ministry of Defence has not been willing to give us all the evidence necessary for our inquiry. In the first place, witnesses would give us no information about the progress made by the Ministry in considering the future of the Brigade. They would not tell us, for example, whether the Brigade's own study had been completed, nor what progress had been made with the Ministry's study, nor whether the Chiefs of Staff had yet considered the question,^nor even whether matters had yet been considered at a senior level in the Ministry of Defence.
