G CIVIL SERVICE MATTERS
PROVISIONS IN THE JOINT DECLARATION AND THE BASIC LAW
Paragraph 3(4) of Joint Declaration and paragraph IV of Annex I provides that Chinese and foreign nationals previously working in Hong Kong government departments, including police service and judiciary, may all remain in employment and continue their service with pay, allowances, benefits and conditions of service no less favourable than before. It also provides that Hong Kong SAR Government will pay to such persons and their dependants their pensions and other benefits on terms no less favourable than before and irrespective of their nationality or place of residence.
The Provisions in Joint Declaration are fully covered in the
latest draft of the Basic Law.

Morale is generally good. The Hong Kong Civil Service continues to perform its duties to a high standard of efficieny.
