FOREIGN AFFAIRS COMMITTEE OF ENQUIRY INTO HONG KONG :
INITIAL MEMORANDUM
1.
I submit the final version of the Memorandum and Annexes for
the Foreign Affairs Committee. As agreed, the text is still on draft paper, and can be finalised tomorrow morning once the
Secretary of State has approved it.
2.
The text takes account of the suggestions and marginal
comments made by the Secretary of State on the draft which he saw
over the weekend. It also incorporates some further comments from Hong Kong and some minor suggestions from Peking.
3.
I have looked again at the relevant paragraphs on
representative government in the light of Martin Lee's recent
article in The Times.
I am satisfied that the draft as it stands
takes account of his arguments, although it does not of course rebut
