FOREIGN AFFAIRS COMMITTEE OF ENQUIRY INTO HONG KONG: INITIAL

MEMORANDUM

!. I submit a revised version of the draft Initial Memorandum for

the Committee. It takes account of the various marginal comments

made by the Secretary of State on the first version, submitted with

my minute of 21 February. It incorporates the comments of the Hong

Kong Government. I have consulted the Governor during his visit

here and he has given his initial comments. Mr McLaren has added

his further comments. I have also consulted Mr Galsworthy who is conducting research into the negotiations of the Joint Declaration: his suggestions are also incorporated. I am now seeking the views

of Peking and the further views of Hong Kong.

2. There will be an opportunity to make further improvements after

the week-end before the Memorandum is finalised in time to meet the

1 March deadline.
