DSR 11C (Revised 5/87) Annex II also provides that the JLG shall meet in
Peking, London and Hong Kong, and shall hold at least one
meeting in each of the three locations in each year.
Since the first Plenary meeting in July 1985, the JLG has
held eleven Plenary meetings. The next is due to take
place in Peking from 14-17 March 1989. Plenary meetings
have been supplemeneted by meetings of a permanent
sub-group on international rights and obligations, and by
meetings of experts to consider particular agenda items,
held as necessary.

Annex II further provides that, from 1 July 1988,
the JLG shall have its principal base in Hong Kong. In
accordance with that provision, the two sides established
offices in Hong Kong on that date. All the Chinese
members of the JLG, together with supporting staff, are
now based in Hong Kong. The British Senior
Representative at present remains based in London,
travelling to Hong Kong as necessary.
This apparent
imbalance is a reflection of the major contribution to
the work of the JLG made by the Hong Kong Government,
which maintains a separate branch of the Government
Secretariat (the General Duties Branch) to deal with
JLG-related business. Full Hong Kong Government
involvement is particularly important because it helps to
ensure that Local Hong Kong concerns are fully taken into
