Kong Government officials are

formally obliged to give

evidence?

If the Governor is asked

to give evidence, should

he agree to give evidence

in closed session in

Hong Kong or public

evidence in London?

Legal Advisers have confirmed

that the position as outlined

in FCO telno 325 is correct.

(The Secretary of State is

ultimately responsible to

Parliament for the actions of

officials in dependent territories regardless of their nationality, even in

matters which have been

devolved to the HKG).
