FAC Inquiry into Hong Kong

As agreed, I look forward to meeting you at 4 pm next Thursday, 26 January to discuss further planning of the FAC inquiry. I would like to discuss the following subjects:

1 Issues to be covered by the inquiry

In advance of the formal request for a written memorandum, we might be able to give you some guidance on the extent to which the current administration of Hong Kong is likely to be covered (eg Boat people, emigration, nationality policy).

2 Evidence and witnesses

As you know, the FAC takes evidence in public; in private; and informally. The Members will need to decide the extent to which these three methods will be used for the FCO, the Government of Hong Kong, the Government of China, Hong Kong groups in London and Hong Kong etc. The FAC will also welcome ideas on outside witnesses.
