5. Lord Glenarthur agrees strongly that tight control will need to be kept on the handling of our own involvement in the Enquiry. If the Secretary of State agrees, he would be happy to chair a meeting to chart the way ahead once we have received the formal letter from the Clerk. He thinks it would indeed be extremely helpful if Mr McLaren could take the lead in the giving of oral evidence at official level.

All this work will impose a heavy extra burden on
Mr McLaren and on Hong Kong Department. Lord Glenarthur hopes that the Administration will be helpful about providing additional support if this becomes necessary.
