the FAC might have regarding programme content. in fact awaiting a letter from the Clerk to the Committee which should spell out in some detail their present thinking; but, in the meantime, I attach four copies of the "Memorandum of Guidance for Officials appearing before Select Committees" for you to forward to Peking. Further guidance will of course be sent to posts as soon as this letter is received.
6. Incidentally, FED and HKD might like to consider whether it might not be equally useful to take an opportunity to "educate" the Clerks to the FAC on what you see as Chinese perceptions and sensitivities relating to this Inquiry; this could be arranged through PRU in a very informal way.
May I leave it to you, in consultation with HKD, to respond to Peking on these points?
