MEMORANDUM

1.
We still await the formal letter from the Clerk to the Foreign
Affairs Committee informing us of the scope of the Committee's
enquiry and the areas they will wish to cover. But we now have informal indications from the Clerk that the Committee will wish to
begin their enquiry with a briefing meeting on 8 March, chaired by Lord Glenarthur; and that they would like to receive our Memorandum
by the end of February at the latest.

We therefore have relatively little time in which to produce
the Memorandum. With this time factor in mind, I think that
Ministers may wish to have an early opportunity to have a preliminary look at a draft outline of the Memorandum. I submit a draft, which focuses on the central issue of the implementation of the Joint Declaration and includes the other specific matters which the Committee have already indicated they would like to be covered.

It would be helpful to have Lord Glenarthur's guidance on the structure and contents of the proposed outline, which in the time. available I have not had the opportunity to discuss in any detail
with Mr McLaren.
