FOREIGN AFFAIRS COMMITTEE ENQUIRY INTO HONG KONG
1.
We spoke about a recent exchange of telegrams with the Governor over the FAC enquiry into Hong Kong. The Governor asked whether he and Hong Kong Government officials could be obliged to give evidence to the FAC (Hong Kong telno 334). Our reply in FCO telno 3,25 was drafted in consultation with Mr MacLeod who informally consulted the Clerk to the Committee.
2. The Governor has now queried our advice that a Hong Kong Government official could be obliged to give evidence (Hong Kong telno 392). Mr McLaren has asked us to re-check this point. I should be most grateful for your advice. As the Governor would like to discuss this question with us during his visit to London on 20-25 February and will be meeting the FAC informally on 23 February, it would be helpful to be able to clarify this point in advance.
