FOREIGN AFFAIRS COMMITTEE: POSSIBLE ENQUIRY INTO HONG KONG

1.

I attach a copy of a minute from Mr Gillmore about the intention of the House of Commons Foreign Affairs Committee to conduct an enquiry into Hong Kong.

2.

You will see that the Committee has asked us to produce a short factual paper setting out the "division of responsibilties" between HMG and the Chinese Government. I have prepared the attached draft, and I should be grateful if you could cast a lawyer's eye over it. I have sought to keep very closely to the

sacred texts.

As I need to submit tomorrow evening, could I possibly have your comments by mid-day?
