Broad Structure
The PADS study has been organised into four streams of
work, as follows :

Background research and preparatory studies.
Main planning/engineering studies.
Formulation and coarse screening of Initial
Options leading to the selection of Preferred
Options.
Comparative evaluations of Preferred Options
leading to the Selection of Recommended
Strategies for each airport scenario and
concluding with comparative evaluations of
the Recommended Strategies.
The Stream A studies by the PADS consultants cover a
wide range of subjects, particularly with regard to producing
forecasts of demand for various port facilities and associated
land uses. Forecasts of demand for airport facilities were
produced from studies managed by the Director of Civil Aviation.
Also, under this work stream a comprehensive list of strategy
objectives has been produced, along with associated performance
measures, to be used to evaluate development options at various
stages of the study.
3.
The Stream B studies have focused attention on
producing geotechnic, engineering and other technical data
required to provide
formulation.
