Thank you for copying to me Mr Barras' very helpful minute of 1 November.
2. On the naturalisation files, this Department's view is that applications for naturalisation should be treated as HMG records and should not be handed to the Hong Kong SAR. They are not necessary for the administration of the SAR. They are handled on our behalf by the Hong Kong Government Immigration Department: if Hong Kong were not a dependent territory they would be handled by our Embassy/Post. Post 1997 they will be handled by the Consulate-General.
3. As a more general point, there will be other areas of Immigration Department work which will fall within this category. The real question is one of identifying such areas, and how they should be handed over in due course to the Consulate-General. WE would wish to draw this point to Mr Brech's attention as a part of an FCO response to his questions on naturalisation files. In view of this, I suggest that once you have concluded your deliberations a comprehensive reply should issue from this Department
