MUTUAL LEGAL ASSISTANCE

1.

You will probably be aware (FCO telnos 359 and 390 to Kuala Lumpur and Hong Kong telno 3204) that a team of FCO and Home Office officials will be visiting Hong Kong in late October to discuss legislation providing for the confiscation of drug traffickers' assets and a possible UK/Hong Kong agreement in this area. (ERD have been corresponding with the Commissioner for Narcotics for some time).

2. It is not entirely clear to me to what extent, if any, this is linked with the general question of mutual legal assistance, on which our correspondence rests with your teleletter PA CR 4/3221/86 of 21 July. I assume that the different departments of the Hong Kong Government are keeping in step on this, but I should be grateful for reassurance and for any other enlightenment or updating you might be able to offer.
