I enclose yet another revised version of the drafts which I last
sent you with my letter of 17 May. The revisions are due to our
telephone conversation of that date. I am sending copies of them
and of this letter to Bentley, Kowalski and Erskine.

You first asked us to alter the new
clause 18 (4) in the manner suggested as the second alternative in
my letter of 16 May. We have done this. But it seems clear to
us that we needed to do a little more. In all cases there is a
possibility that the relevant legislation will not apply in full.
We have not previously managed to bring this out.
Your other point has also stimulated further alterations.
drew our attention to clause 164 (1). You pointed out that the
reference to clause 20 ought to be to the two new clauses.
