This minute is simply to keep HKD abreast of correspondence on the extradition arrangements in the Criminal Justice Bill. I would, however, value any comments you might offer on the points referred to in paragraph 4 below.

This is a tidying up exercise.
I think the proposed amendments are necessary and they seem sensible to me.

Letters of 15 and 21 April 1988
These can be taken together as the second is simply a re-draft of the first. The amendments attached to these letters deal with:
(a)
(b)
the extension of the new provisions to the colonies;
amendments to international conventions;
(c) amendments relating to attempted crimes.
The amendments falling under (c) are really the Home Office's responsibility. The amendments under (b) have been looked at by Legal Advisers and NTD. But the amendments under (a) may be of concern to HKD.
4. In particular, you may wish to consider the suggested wording of subsections (3) and (4) of the new clause entitled "Application to Colonies". Mr Rennie's proposed amendments relate to the question of the powers of the Governor and the Secretary of State a point which I understand is of interest to HKD. I would draw attention in particular to the questions Mr Rennie asks on page 2 of his letter of 15 April 1988. The earlier correspondence is attached.

5. I have minuted Mr Fifoot on this point, but I thought you should be aware of developments.
6. I would like to reply to Mr Rennie in the first week of May.
