Application to Colonies

1.

I refer to our correspondence about this matter last week. I now attach Mr Rennie's reply to my letter together with the amendments which he now proposes. You will see that he has reverted to the earlier formulation of the "Application to Colonies" Clause, (with the exception of minor amendments to sub-sections (1) and (2) which arise from the introduction of a clause dealing with special extradition arrangements and the colonies.)

2.

I think the "Application to Colonies" Clause is now in order so far as it relates to the constitutional question of the roles of the Secretary of State and the Governor. Perhaps you could confirm that it is satisfactory from HKD's point of view.

I should be grateful, of course, for any further comments you may have. I hope to reply to Mr Rennie before the end of the week.
