The Secretary of State was grateful for your minute of 9 November enclosing an EXCO paper on emigration.

He was interested in particular by the French scheme in paragraph 28 of the paper. He has commented that something along these lines might commend itself to the Prime Minister and to Lord Young, who, as you know, has been concerned that Britain is losing out by self-denial. He has noted too that Lord Derwent raised the question of passports for Hong Kong Chinese emigrants with Lord Glenarthur (Mr Court's minute of 8 November). The Secretary of State feels that this question needs careful re-examination. If we were to modify our policy in any way, we would of course need to consider seriously how such a change could possibly be presented to the PRC.
