to sponsor Hong Kong students to study overseas on condition that they return to work in Hong Kong after graduation.

Among measures which could be implemented more quickly are

civil service growth to be restrained SO as not to put too much pressure on the available talent pool. The pace of the localization programme may need to be reviewed;
improved liaison with Hong Kong students studying overseas, to encourage them to return after graduation to work; and
improved communication with Hong Kong communities overseas to encourage the return of emigrants who
who went purely or largely to obtain an insurance policy. In particuar, the ready availability of good job opportunities could be drawn to their attention (see also paragraph 31).
Task Force

Formation of the task force to improve our knowledge about emigration matters was announced by the Secretary for Administrative Services and Information in the Legislative Council on 4 May 1988 in a speech in reply to the Budget Debate. There are at present four officers deployed full time on this work, with additional statistical support from the Census and Statistics Department. Work is continuing to refine existing statistics, to explore some areas in greater depth and to develop new statistical systems to improve our overall knowledge and to facilitate planning of alleviatory measures. Both existing and new statistical systems will be regularly updated.
