Thank you for your letter of 31 May about emigration
from Hong Kong. I am sorry that there was insufficient time for you to raise this matter at the Executive Council
meeting.
I can well understand your concern about the statistics
you quote in your letter, and I note what you say about the
possible longer-term implications of these trends. We must
clearly face up squarely to the problem. I am particularly
conscious of the importance of the emigration factor as an
indicator of confidence, and I spoke to the Chinese Foreign,
Minister about this in New York last week.
I was pleased to see that the Hong Kong Government had
decided to set up a special task force to examine the
emigration question in detail and to consider measures to
alleviate its effects. As you know, the work of the task
force will involve liaison with the private sector in
Hong Kong and there will be an opportunity for your Bank
to make a full contribution to this exercise. I shall be
following the work of the task force with great interest.
