The Hong Kong "Brain Drain”

The draft Basic Law will be debated in Parliament on Friday of this week and one of the critical aspects of this discussion, will no doubt refer to the question of confidence by the people of Hong Kong for their future, post 1997. Clearly many are very concerned and are expressing their concern by emigrating in order to provide themselves and their children with a second passport so that they have a choice of where they and their family will live after 1997.

The Institute of Personnel Management has been deeply concerned about the impact of the loss of talent from Hong Kong caused by emigration, and so undertook a reasonably comprehensive survey amongst 35 of the major employers in Hong Kong to establish more reliable data, both about the extent of the phenomenon and to get a clearer picture of who were actually leaving and why.

The full survey report is relatively lengthy and hence I summarize below some of the key results.
