The City & New Territories Administration conducts regular telephone surveys to monitor the trend of public opinion in respect of perceived problems in Hong Kong, the Government's overall performance and the expectation of the general situation. The latest survey was conducted in December 1987.

The Governor has seen the survey findings and advised that copies of the findings should be sent to you and FCO for information. I enclose herewith two copies of the findings and should be grateful if you would pass on a copy to the FCO.
