the instructions in the document.

Where two or more names are
recorded in an entry in a licensee's
register, the requirements of a direction
under this section, in so far as they
require the licensee concerned to distribute
a document, shall be regarded as having been
complied with as regards those names if such
licensee sends a document specified in the
direction to one of the persons whose names
are so recorded.
(4) Where a document is distributed by
a licensee pursuant to a direction under
this section and
(a) the declaration attached thereto
is not returned to and received by
the licensee concerned on or
before the date specified in that
regard in the instructions in the
document; or
(b) the document or the form of declara-
tion is duly returned but in
relation to it either no declaration
