Dear Sir,
I refer to your letter dated 23 September 1987 to the Governor of Hong Kong and am replying on his behalf.
The video in question, "Sugar Walls" by U.K. singer Sheena Easton, has not been approved by my Office which is responsible for television programme standards. was screened on 1 September 1987 without my prior approval due to an oversight on the part of the staff of the television station concerned.

A warning was issued to the station on 2 September 1987. The station has apologized for this oversight and has undertaken to take appropriate measures to ensure that similar incidents will not occur again.
