Thank you for your letter of 26 January. I was interested to hear that you will be representing the World Press Freedom Committee before the United Nations Human Rights Commission next month. I feel sure that, having been here recently, you will be able to present the situation in Hong Kong in its true perspective.

The present position in relation to Section 27 of the Public Order Ordinance is that, as you were told when you were here, the Hong Kong Government has been monitoring the effects of the amended ordinance since the law was enacted in March 1987. There is no evidence to show that it has had any effect on the traditional outspokenness of the Hong Kong Press. Nevertheless you may find it helpful to know the Government have now decided that a formal review of Section 27 should be carried out at the end of this year.

I hope this will give you some useful points to make when you speak to the United Nations Human Rights Commission.
