In present circumstances, there is always a question whether, if the Convention is extended to a dependent territory whether the right of individual/to the European Commission on Human Rights should also be extended. That does not follow automatically. There are four dependent territories (including the Isle of Man) which do not accept the right of individual petition, but is is a factor to be taken into account.
